Let's say I have the trigger group for a SVT 40 on my hands. If I pull the trigger (safety off of course) and the sear moves away from the hammer, shouldn't the hammer be released? Or is there something else holding it?

There's a disconnector in the receiver which presses down on a sear on the trigger group when the bolt is closed. It's near the forward part of the trigger group. Push down on that and it should let go when the trigger is pulled.
That was it! I looked at that piece and could not figure out what it was there for.

Kinda interesting they built it so you could not easily "fire" while holding the trigger group in your hands, which you probably need to do to take it apart (unload hammer spring).
This is to prevent hammer from being released until bolt is fully closed.
