SKS in Combat Exchange stock Question

Hello all, Was hoping someone could give me a little advice on a gun and ammo I picked up with some other firearms. I wasn't much interested in this but came as a package deal. Its a Norinco SKS and what I gather its an M model or paratrooper set in a combat exchange stock. On the bottom of the stock in front of the mag is an open area. Is there a piece missing here. I took a pic of the area to give a better idea on what I'm describing.
Also came with 600 rds of Norinco solid core ammo....Are there states that this type of ammo is banned in? Just want to ask before I post the stuff.

The open space in the stock is where the factory 10 round nondetachable SKS magazine would fit, if installed on the rifle.

Evidently, your 30 round magazine adapter (unlike the duckbill magazines you usually see) do not need to use this space, thus the big hole.

I assume your magazine needs to rock forward some in order to be installed and removed.

Knowing this, if the hole bothers you (and if you are of a mind to) you could make a filler piece out of whatever you think is appropriate (metal, wood, plastic, whatever) that would fill in most of that gap.

I am no expert on state-to-state ammunition regulations, but I don't know of anywhere that doesn't allow the old Norinco lead-core FMJ rounds.
