M16 rifle serial number

Are the serial numbers for the M16 French rifles on the left side of the barrel under the hand guard?
Below are pictures of that location and what I believe to be the number.
Above the number there is a small P (proof?) and larger CC, they are not part of the serial?
Also the first three (?) numbers are severely pitted. I am guessing 99307?
I first thought the middle number was an 8 but the top seems to be flat like a 3.
Also what are the letters to the left of the numbers?

The firearms serial number is always on the left side of the barrel of all Mle.1892 M.1916's along with other information below:
CC is the code for who provided the steel for the barrel which was called the pourvoyeur de acier and that Companie des Forges de Châtillon, Gemmentry and Menses-Maisons
There are two circled letters above the numbers called as controllers stamps called Contrôleur Poinçons, the first circled letter is that of the Director of Manufacture (Directeur de Manufacture) of the armory which made the firearm, the second circled letter is that of the Final Inspector or Principal Arms Controller (Contrôleur Généraux Principaux)

The letters in front of the numbers is the letter prefixes, each armory had letters assigned to them ... FH would make yours Manufacture Nationale d'Armes de Saint Étienne.

The right side of the barrel will tell you who the barrel was made by ... MA (Manufacture Nationale d'Armes) then either C (Châtellerault) S (Saint Étienne) or T (Tulle) followed by a four numbered date.

The little P is some sort of other controller marking not understood at this time ... the proof marking is underneath the barrel on a flat which is represented by an E with a crown above it, the first E is the first proof, the second E is the final proof with a number of 1 to 12 below it which represents the month that was done.

I wanted a confirmation before I entered this in my records. The receiver is also marked St Etienne after the M16 marking.
