i guess you would wrap it around a pipe of the right size and tap with a rubber mallet

There are a couple of threads over on Weaponeer.net about bending these flats. One (by nitegunner) uses a 3/4 " steel rod bolted to your workbench and lots of TLC from a long screwdriver. Other methods use a special purpose fixture and a shop press. Either way you'll probably need an internal mandrel to make things true.

I used nitegunner's method and, while it works fine with patience, I needed a mandrel at the end to make the bolt carrier fit properly. I'd definitely use one of the fixtures the next time, if I had a place to store a shop press.

 

there's a thread on militaryfirearm.com where you can get in line for a madrel/jig to bend your flat. Most guys just put a 3/4" rod in the middle, fasten it down and bend up.... kinda cavemanish but I guess it gets the job done. Probably not the most "square" way to do it.
