Why did they use the brass foil packages? Did they offer any advantages to the normal paper wraps & cardboard boxes?

At the 1891-92 US trials the Krag showed the same rate of fire as the clip-loaded rifles. Of course, the exercise was 15 rounds single loaded and the last 5 from a pre-loaded magazine, held in reserve. The Parkhurst device increased the rate of fire only slightly.

I was able to find an early Danish Krag cartridge. The primer is a bit off center. No head stamp, seller swears it is black powder. I can't hear the powder rattling, so I am inclined to believe him. I don't want to pull the bullet just to make sure.

What do you think?

However, the cartridge on the right, is loaded with the pattern 1908, spitzer ogive bullet, and I therefore doubt that it is loaded with black powder ?
Thank you. My question was regarding the RN cartridges. The spitzer is for comparison only, I know it's modern smokeless.

How is the cavity in the compressed black powder charge explained?
 
I am assuming the idea behind the cavity is like the one in the solid fuel rocket motors - large burning surface that is slightly increasing in size as the gun powder burns.
