Gotta be either Israel (lots of 7.62x39 captured in '67, and the IDF used the FAL already) or Rhodesia (already using the FAL and expecting to use captured x39 instead of embargoed x51).

 

I fixed your rotational issue I normally open up pictures in paint, rotate them around (even if they look OK) then save it, for some reason that seems to keep the rotation correct.
