The receiver is from a German K98k made at the secondary Mauser factory near Berlin in 1937. Probably a bringback from WW2, or an old import that got sporterized in the decades after the war like so many others like it.
+1 on it being a war-time bringback or "cigarett rifle". The stock is likely a replacement at some point along its life as it doesn't look right, neither does the polished bolt. The triggers, trigger guard, and floorplate look European, the rest looks like American 1960's. The scope mount drilling is quite strange, can't say I've seen a side mount that is drilled into both the side rail and the receiver ring. That said, I am far from an expert so I could be wrong.
