gas piston travel

I have a Chinese sks made by Norinco. I recently put a Tapco Intrafuse stock on it and now when I fire it, the bolt doesn't travel far enough back to completely cock it!
If I remove the magazine, I can cycle it by hand and it works fine! I don't think the gas piston is traveling far enough to fully cock it! I had a little difficulty reinsalling the gas cylinder with the new hand guard. The piston doesn't travel the full length of the gas cylinder. Is it supposed to?

Is the recoil spring assembly inserted into the carrier squiggly side first?
Does the piston move freely in the gas tube without binding? It does not travel all the way back in any case.
Is the gas tube properly seated and latched to the gas block and rear sight block?
Is the piston extension and return spring properly installed?

Look for binding or off axis componentys if you "had a little difficulty reinstalling the gas tube"

Look for intrerference between the tube cover and the stock etc.
