agreed, a new gas valve will most likely fix the problem.
a 3 day non fire return period is common on this type of transaction
I would not pay the gunsmith and would advise my friend not to pay him ether. any smith charging a $50 examination fee should know sks's good enough to know that the gas valve is problematic. if he doesn't know sks's well enough to know this he shouldn't be charging anyone $50.
I would offer to buy him a $10 gas valve from CNC to retain the friendship.
