It looks to be constructed of brass, that would make it post WWI even with out the decal, they even removed the copper sheeting from the roofs of the churches to make shells during the war.
I had a Great Aunt who lived in Strassburg during WWI, and she told me of how her mother was very happy when the Germans retreated through town, and the soldiers took everything, even the brass tacks in the furniture, she asked her mother why she was happy, and her mother told her that the war would soon be over, because the Germans were so short of brass to make ammunition.
