The smoke is 100% live. Whoever told you this type of item is illegal is sadly ill-informed. These EG smokes utilize a similar ferrous string ignition system to those found in maritime smoke generation devices. Most of the mis-information involved with these types of pyrotechnics comes from the ATF request to ALS technologies to discontinue their sale of smoke devices and certain types of fuse assemblies to the general public.
