Can't help with an ID. But, from what I've seen in books, I'd say you're right. Or, possibly Russian. Very nice piece. What is the "lever", on the back side?
My opinion-uneducated,however-is that it is Germanic. I see very similar designs in my book on Jagers, "SteinsSholss-Jagerbuchsen", and the design of the flask is typical Germanic Pulverhorn.
It is a 'Musketeer" priming/loading flask in the style of, or perhaps actually from the 1550-1620 period in the Germanic states (Germany did not exist then). The musketeers usually carried charges in little bottle-like small flasks suspended from a belt or sash and used a separate flask like this one for priming. You can see a number of these at the Hermann Historica auction archives.
