Can anyone please tell me why someone would grind away the extractor? So much that it will not even come close to the cartridge case let alone removing it from the chamber?

Looks a lot like grinding marks to me.

In the bad old days, before I knew better, I attempted to modify a Mauser extractor so it would easily slip over a round in the chamber. Few things are more dangerous than a fool with a Dremel tool. Perhaps a previous owner of your rifle tried this same trick?

Is this extractor original to this rifle? Maybe it is from a Mauser rifle converted to a bolt action shotgun?

Your bolt face has a lot of erosion evident (the ring around the firing pin hole). You might consider replacing it too.
