Take off the ejector/bolt release assembly. With a small screwdriver, push the firing pin foot (it engages the trigger, and has slipped over into the "fired" position) to the rear, while with your third hand lift the bolt handel counter-clockwise. This should put the firing pin back into the "cocked" position, and you can open the bolt.

In the meantime, don't try and "de-cock" an Arisaka like you would a Mauser (you already knew that). And yes I know one of the resident experts can do it, but I can't. :>) (I don't know how to fix elevators either)
