If rifle (not carbine or stutzen), the more desired one would be Budapest-made, everything else equal. Reason - Steyr made over seven times more rifles than Budapest.

But in reality many more variables would be involved in determining the desirability of a M.95.

As for Karabiners, I think Steyr made only slightly more than Budapest, and Budapest made many more Stutzen than Steyr. I don't have the actual figures. Maybe someone else will provide.
