Stepped m24 or early 91 made into a 28 perhaps? Pics do leave more to be desired.

I should have bid higher on the M28, however my gun budget is spent out. Last week I won a 1933 M27 and a 1917 Sestroryetsk at auction. I think it is a Sestroryetsk, I won't know until it arrives. It was described over the phone as '1917 with two lines of script, the first line is a half circle and the second line is inside of the first."

It is what it is,

Id like to see it. Ive never heard of one being made from another barrel. The ears look a bit strange too- very square.

It's all just speculation at this point since the photo is such low quality, but I do know that the barrel has an "SY" stamped on it, so... I'm thinking the step barrel is just pixelation(sp?) of the digital photo.

As for people commenting that they had not seen it at auction, that was because this was a small estate auction with only 2 firearms for sale.
