I have never seen any documentation that such a chambering exists. That having been said, I think it is still plausible. My understanding is that up to the 1980's a number of manufacturers offered the 30 Luger cartridge in markets where civilian possession of "military" calibers was banned. Italy and Mexico are two such markets that come to mind. During the period when the M28 was being produced, Astra offered the A80 in this caliber. So Star offering the same caliber is not much of a stretch.

If your friend does have one, I would think that it would be quite rare, particularly in the US market.
