You must be talking about the Kokura Type - 97 receiver scope base, indeed all 6 base screws and even the latch-spring retaining screw are all pin locked in place to keep them from backing out. You can see that on Frank Allan's " The Type 38 Arisaka " book pg. 369 a picture of such base. In order to remove the base the screws must be destroyed by first removing the heads off.
The base can then be lifted off. To install on another receiver you will have to see how many holes line up and the others gouged to line up. This is not something recommended to do and for sure not something to be attempted by the uninitiated.
