The problem is common springs bolts and screws can be and are deemed rifle parts. We are about to go down the path if you own a lathe or mill you can be deemed a manufacturer in the firearms regulations. Reloading looks to be included as well.

Reloading is already included in the UN regulations (which even the US signed up to)

Extract from a UK Shooting Mag a few years ago - subject was the classification of 7.62 as a military calaibre ONLY and them not now being allowed on aircraft (IATA) or being sold to any civilian 'end user' but it also briefly mentions that 'ammunition manufacturers' should (must ?) be licensed by the Government.
