Talked to a lady with ATF this PM on the subject and she was not sure of the regs, said she would check and call back. While I'm waiting - can a C&R holder ship to a C&R holder in another state or does everything have to go through a dealer. My uneducated guess is the latter, through a dealer on both ends?

I can't find my ATF manual - what's new? :( but I believe a C&R holder can ship legally to another C&R holder as long as the item is C&R qualified (50 years old+). That's the whole purpose of getting the license, so that you don't have to go through a "01 dealer" on every transaction. A C&R cannot send or receive modern firearms.
The beauty of the ATF, just like the IRS, is that you will get one answer from the person who returns your call today (IF they do) and more than likely a completely different one if you call tomorrow and get someone else -- or even if you get the same person again ;)
Good luck with `em though-

In IL you must have some rinky-dink $10 (?) year gun license to even think guns. At NC show when Max was next door two dealers at the NC show were hauled off (actually) to the Gray Bar motel because they failed to ask for proper ID before selling a handgun. I assume that most states recognize, other than Commiefornia, that a C&R is proper ID?

I called ATF in W. VA this PM to obtain the form to "reinstate" (obtain a new) C&R, I let mine go when I finished selling rifles. Now that I've decided to sell my Nambus guess it would come in handy. Was told they were out, were getting more later in the day, there was a backlog of requests so might be 8 - 10 days before it could be sent. Seems like a few folks want a C&R before Jareth's buddies raise the price to $3,000 a year.

You can order the forms as well as ATF pamphlets/docments on line for free. You should receive them within 7 days.

You do need to do some state level checking.
It gets pretty nutty in some of them.

Also FEDEX overnight is about the only way for non FFLs to ship handguns.
The PO only allows this between actual dealers.
People do take chances and ignore this.
I came home to a nice luger the UPS guy had left on the steps.
You will find hundreds of threads on this with many varying opinions.
Key issue is handguns. They can be testy about these.

in most states you can do a C&R to C&R transfer on handguns. but i think SOME states do require that ANY handgun go through an 01 FFL though.
Kalifornia is one of those states. ONLY C&R long guns of 50+ years age can be shipped to an 03. Stupid, huh? I can get Russian SKS's all day long, but not Yugo M59s - the same, damn gun minus the chrome bore.

As for hand guns, unless it was made prior to 1899 (antique) - it must go through an 01FFL. After all, Californians use Nambus for a majority of their street crimes...... I'd imagine there must be at least one other state as lame as California, no?

Can't ship C&R handguns direct to a C&R holder who resides in CA, MD, DE, NYC, and a few other cities (Boston, Newark, Chicago to name a few where a state license or card is required for all purchases). ATF provides a copy of all state gun laws for free. If you are going to sell interstate you should have a copy. Just check on line. Skid
