Have a question: When adjusting the PU mount on a 91/30 to center the reticle which kind of shim is best to use, brass or steel? Thanx

Are you referring to shimming the base or the mount? I ground my first PU repro too much and had to shim it to get it zeroed and centered. I made my own shims from an aluminum can I found at the range, and it worked like a charm.

I'm kind of curious. When you use a shim do you place it between the scope base and the receiver or between the base and scope mount?

Between the scope mount and the base.

Here is the original shim on vz.24. It looks like a thin brass piece soldered to the scope base. They may have used the same technique on Mosin.
