Scrubbed wreath on a 1954 Romanian M44

Picked up a Romanian M44 last couple weeks ago, has a scrubbed RPR wreath on the barrel, wondering why this was done? The rifle has been refurb'd at one point and has matching numbers. Will post a picture of it if anyone wants it
