There were earlier high wall receivers made specifically for snipers though. It's also not certain that Tula made high wall receivers for standard infantry rifles in 1941 because a 1941 Tula receiver has yet to be documented. They could very well have not made the transition until 1942 as Tula tended to make receiver transitions later than Izhevsk. http://7.62x54r.net/MosinID/MosinReceiver.htm
