Why a planter? The one to his left has the shiniest brass buckles on his P`37 waist belt in the club & most are wearing a uniform?

The photo identified the gents as "planters" during the Malayan Emergency. I agree the fellow with the lanyard on his revolver looks like an army/police officer but the selection of weapons and clothing of the others leads me to believe they were civvies.
