Looks more like the handle finish was bead blasted or had the original finish removed in some other manner

That could be it. Just a bit baffling to me though it appears to be a custom fix regardless of the technique.

More real it was longer time in chemical solution for entrusting, much more as would be good, so it realised already a parkerisation on surface.
