Standard is 1.5 seconds from an open carry duty type rig, draw and engage, and fire, and fire a second shot ( based on the time it takes an attacker to cover 21 feet) .. average police time is over 2 seconds .. the 21 foot rule is now a 45 foot rule and this is against a knife at 21 feet away, not a gun.

I notice simca's criteria doesn't involve firing a shot or hitting anything, just bring the weapon to presentation.
