Not entirely true - the SA mark is the Finn property mark, but it was not uniformly applied. Some rifles were missed. Only rifles that were inspected or looked at by armorers ever got the SA. Lots of rifles served their whole life in the Finn army without ever requiring armorer attention. These rifles did not get stamped SA.

One needs only look at the Finned Mosin M91's - maybe as much as 5-10% of those rifles are not SA marked.

It's possible that a Carcano was Finn property and just not marked as such. No way to tell for certain.
