Yes I would expect them to shoot better however it might be just by a small margin and much more dependent on condition then anything else. As stated some 60 years ago they started off as better then your standard M91/30, if all things are equal (same wear over the years on the lesser guns as the snipers) then I'd expect them to still show better accuracy today (on average).

Again all things being equal if it starts off more accurate it should end up more accurate. Any wear on a exsniper can be found on a neversniper (I coined that in this post :) ) if you take a random sampling large enough to satisically make wear the same between the groups I would expect the exsniper group to show better accuracy by a slight margin.
