I was wondering how the M-48 Mauser bayonet goes on with the cleaning rod in place or do you have to remove the cleaning rod?

I don't have a yugo M48 bayonet, but most low ring (and no ring) Mauser bayonets have a hole through the handle so the cleaning rod will enter into it and thus you should not have to remove the rod. If your bayonet will not fit with the rod in place check for the hole that extends from the mortise slot, it may be blocked by old cosmo, dirt or something.

I don't have a bayonet yet was just looking at some on line and was wondering how it mounted

Just like BC said, the bayo will slide right over the cleaning rod and lock in place.
