Recent acquisition, only tang marking is the number 8, the above markings on bottom of the reciever. Does anyone know if these identify the maker or date?

RUssian Mosin? Finnish Mosin? too many variables but it may be a inspection stamp to a proof code stamping of some kind.

These markings are on an M39 converted from a 1940 dated VKT M91. The tang date shows
only an 8. I was hoping someone would recognize these marks as used by a particular maker.
