Mark on 1919 Tula and 1909 Izhevsk

I have not been able to find any info on the G (or C?) mark that is on the two pictured rifles' receivers. Both have Balkan barrel band shims and Bulgarian pine cone cartouches on the stocks so I suspect it is of Bulgarian origin.

i remember you beating me to that one neal. i have a 19 tula but it has the usual soviet 91 layout on the receiver. not the "big hammer" logo. does anyone know the significance of the difference? different time in '19? different production line or team? ideas?
