The slide is locked to the rear by the slide stop. The safety is off. when the slide is released by the slide stop, the hammer drops. If there is a round in the chamber it does not discharge. The pistol otherwise seems normal. That is if it is cocked and the safety is applied the hammer will drop.

I am bothered by the hammer dropping when the slide is released with the safety off.

Is this normal?

Not normal. The hammer should not fall when slide released with safety off.
Something is not correct. Something is worn out and/or broken.
When safety is on slide cannot be pulled back.
When the hammer is cocked and the safety applied the hammer will fall onto the hammer block portion of the safety, not firing pin.
