I just got a new M38 off of GB. I need help with two things.

1. The bolt is very rough and the roughness is coming from the under side. If I turn the rifle upside down the bolt is smooth. How can I smooth out the bolt

2. What is the best thing to do to clean out a dark bore, that is not pitted?

I'm not sure what to say on the roughness. Does it do it with the magazine open? Perhaps the lug is contacting the magazine follower. Have you greased the locking lugs?

As far as the bore, use the 'shoot and clean' method. Fire 5 or 10 rounds to get the barrel hot, clean with a good solvent and brush, repeat.

I think he has a problem with the roughly machined underside of the bolt connector which presses against the sear.
