It's not Nazi, if that's what you are thinking. Looks like some kind of Indian folk art. Swastikas were used by many cultures through the ages until that one jerk ruined them for everybody.
I say Boy Scouts of America.

The Swastika was of course a widely accepted and used symbol of good-luck and prosperity with the bboy-scouts, before the NAZI party used it to demonstrate its desire for "Good luck and Prosperity".... which carries all the negative connotations it has today.
