One thing to try is oiling the cases too. Don't over do as light is as good as heavy and won't gum up the guts.

I run an original 7.7 Type 99, with reformed .30-06 brass and Hornady bullets.
Before loading in the magazines I wipe down the rounds with a cloth with just a little bit of Rem oil on it.
Function has been 100%.
