Japanese police sword or ?

This is about 24 inches long. I was told it is a police sword of pre WW2 vintage. The owner stated that it does not have a makers name under the handle and I could not find any markings on the outside. He is asking $425.00. What is it and is the price in the ballpark?

Really hard to tell with the limited photos provided but almost looks like a Naval Prison and Shore Patrol Sword. Really need clear shots of the grip, pommel and hilt to be sure. Jim Dawson has a really good book tilted "Swords of Imperial Japan 1868-1945" that anyone thinking about buying a sword should have in their reference library IMHO.
I agree with type-14. Whatever it is, the guard is on backward. Easy to disassemble. The "menuki" is a screw/barrel nut affair. Just unscrew, and remove. The handle should come off easily. Also it's not a standard Police style guard. Looks like it was converted from a full "D" guard. Need close-ups of the hilt. Side, and backstrap.

Still need to see what device is on the pommel, and backstrap. With that guard, I'm leaning towards Manchukuo.
