Japanese Boobytrap Ignitor

Hi All,
My first post on this forum.
I aquired this ignitor sometime ago inside a Japanese gas mask box. The previous owner knew nothing about it.
The kanji on the tag says "Safety Spigot". It looks like a mechanical pull ignitor , but the internals are different, can any member help with ID please.

I checked my books, I don't have any reference on this one. Maybe someone else has the right Ordnance manual to ID this.
