It is the " Le Monobloc", manufactured by Jules Jacquemart, Liege, Belgium, ca. 1915-1920. 6.35mm, similar in design to the Pieper blowback semi automatic pistol.Bill.

The broken grip would hurt value I would say 20-30% I would put it at $200-300 if it was all there then it could go as high as $450. Production ceased right before the German invasion of Belgium in 1914.
