The variances in laws are primarily because the Federal Government laws and regulations apply to interstate regulation/commerce. Activities that are intra-state (within a state) are rightfully regulated by each state. States Rights.
Certain laws superceded this authority., such as kidnapping, bank robbery, RICO and since the 1930's certain firearm activities. But in general, each state regulates firearms with local legislation also having authority. FFL holders must comply with federal regulations by definition of their license of course.
