Well like they aren't taxing you enough in NY someone has told them it might help the
obessity problem . Ther best help for that would be trimming pork at the state house .

ALBANY, N.Y. – Gov. David Paterson's first state budget threatens to affect just about every New Yorker. Even those online.

Paterson proposed Tuesday a 2009-10 budget that would increase spending by 1.1 percent, or $1.3 billion, to create a $121.1 billion spending plan.

Much of the growth is revenue from 88 new or higher fees and will hit New Yorkers in many areas, from downloading music to sipping drinks to fishing.

One of the proposed hikes is a so-called "iPod tax," which would tax the sale of downloaded music and other "digitally delivered entertainment services" by 4 percent.

There also would be higher taxes on gas, taxi rides, cable and satellite TV service, cigars, beer, movie and sports tickets, and health spa visits, to name a few items.

Paterson seems to be fighting both obesity and budget deficits with a proposal for an 18 percent tax on soda and other sugary drinks containing less than 70 percent real fruit juice.

"People don't really realize the amount of calories they're ingesting through liquids," said Joe Baker acting deputy secretary for Health and Human Services to the governor. "They say, 'Oh, it's just a drink.'"

The idea is to discourage consumption of high-caloric beverages — health officials estimate a 5 percent drop — and to raise $404 million in fiscal year 2009-2010 toward the state's multibillion dollar budget gap. Paterson said the proposal would raise $539 million in 2010-2011.

The American Beverage Association opposes the tax, saying it would most harm the middle class. The group also argued that it doesn't make sense to single out a single food product as the cause for obesity.

"There is no science or logic that justifies it," the association's statement said. "Rather, we need to focus on promoting balanced eating habits and more physical activity. Until we get our kids exercising more the scales will be tipped against our next generation."

According to state officials, almost one in four New Yorkers under age 18 are obese, and at higher risk for dangerous, expensive illnesses like diabetes and heart disease.

if NY is concerned by obesity, they should tax/outlaw all fast food restaruants, all pastry, etc.

Several years back they were debating raising cigarette tax on Utah Capital Hill. The elected officials who were for the tax hike said it would discourage smoking and if less people smoked, less people would die from it. Well one legislator brought up the point that if smoking is so unhealthy, why don't we just make it illegal? The legislators for the tax fought the banning of cigarettes tooth and nail. When really all it was ever about was getting more taxes, not trying to help people live healthier lives. I am afraid that is all this new tax in NY is about. They just want more money. A bunch of blood suckers, that's all they are.

It sure seems to me that any gov't will tax things that folks will pay for no matter what; cigs, soda, gas, etc ;)

Kali's been debating taxes on internet sales for a couple of years. Not sure how they would track it.
We've been over and over the cigarette thing. The gubermint should be thankful we have as many smokers as we do. Bottom line - the longer you live past about 50, the more it costs the state to take care of you no matter what you eventually die of. Cigs are almost like a voluntary "Logan's Run."

Any business with a presence in CA has to collect sales tax.

Any other business is a little bit harder, but just send officials t the out of state businesses and ask to see their records. If they refuse, then the inquiring state sales tax people would contact the sales tax people in the state in which the business is located and those sales tax people would go nd check the records and turn the info over to the inquiring state. I have see instances of the Kentucky sales tax people getting info in this manner and then sending out bills.

True the out of state businesses would not be liable for sales tx, but the people who made the purchases would be liable for the 'use' tax on the purchases.

Occassional sales by individuals would be a lot harder.

So for the out-of-staters, they have to audit the records of thousands of businesses hoping to find a few unreported purchases from Kali citizens? Doesn't sound very practical.

New York State does have an Obesity problem, but the problem is with obese government add to it obese spending, throw in obese taxes and it equals a fiscal appetite for destruction. The Dr. has done all he can "bieing the working taxpayer". Fortunatly for some people they have moved on to other states where the job market however not great, the working person is able to keep afloat financialy at best. It is a sad state of affairs when the retired of this state and the elderly lose homes and their means to live out there sunset years adequate at best do to absurd taxes. If the State of New York taxed everything and raised it repeatedly it probably would not satisfy it's needs financialy.-Oh Wait a minute it does this already! I guess this gives the Dr. no choice but to start doing House calls elsewhere who knows maybe in the Land of 1000 or is it 10,000 Lakes.:D

First of all, the other states will be glad to join in the search as they need the money also. Kentucky has a 6% sales tax and a 6% use tax.

Second, when most of the states join in the procedure, the investigation is not that hard.

Start off with the big businesses, the big sellers on ebay, etc. You will get a good piece of money there. Then have ebay requires that 6% (or some other percentage) on eac sale be paid directly to Ebay for transmission to the states. (That would not be hard for Ebay to do, especially how they are starting to require that all payments be made thru their Paypal system.)

Today this is made easier by the various electronic systems. Just plug in 'Clifornoa;, 'kentucky, etc and either print the list or copy it to a dvd.

Not a perfect system, not everybody will be caught, but more money than the cost of collection will be obtained.

So far, the states have not been able to cooperate. Also the fact that in some states, sales tax varies by locality has presented a problem. All of which can be corrected.

You all just don't get it. It's because of your right wing biases and conservative world views.

In order to appreciate the real situation facing Governor Patterson:

Sit down and put the gay porno flick you borrowed from Mauserboy on the video player

Inject yourself with 10ccs of Heroin

Take a long drag on the crack pipe

Hook up the electrodes and run 10,000 volts through your cereberal cortex

Take a tab of LSD.

Then write the following New York Times editorial:

Editorial
Gov. Paterson’s Tough Budget
Published: December 17, 2008

Gov. David Paterson’s proposals to close a frighteningly large hole in New York State’s budget and hold spending to $121 billion are tough and fair. The budget already has inspired howls of protest, and it can surely be improved upon. But Mr. Paterson deserves great credit for taking on some of the state’s most entrenched interest groups and for doing his best to spread the pain.......
