Just wondering but do parts kits have to be sent to an ffl dealer upon ordering or can they just be sent to your home? do laws vary between states about this? Thanks

Thanks i was just wondering becauase i called military gun supply and the said they had to send all parts kits to an ffl dealer in Florida which i thought was kinda wierd
