My framer is a textile conservator. Stretcher bars are covered in acid free muslin then flag is carefully tack stitched on. There is " air space" between UV museum glass & mounted flag. No flag should be jammed up against glass! It's not cheap & the flag obviously has to have a high value to warrant expense

Thats how my framer did it.
