Yes that is from the bolt handle. It's not supposed to happen but some rifles will allow the bolt to turn down while pulled back. The tab at the rear of the extractor is supposed to keep the handle collar from turning until the bolt is run forwards, but dirt or damage to the parts can cause malfunctions. Not a problem safety-wise but it can be a nuisance if you are trying to do rapid fire!
My '69 is fine, but my '81 turns prematurely. Some day I'll see about fixin' it.
