A loose hand guard and gas tube is not a big problem as long as it's not so loose as to cause a malfunction. If the hand guard is loose inside its recesses you could use small shims to tighten it.

Regarding the latch lever. If it's just not riding in it's detent bring it vertical and bend it slightly back so there is a slight amount of friction between it and the housing. If the switch has come loose from the shaft it's self you could use a flat ended punch to peen the protruding stub to cause a tighter friction fit. Be sure to backup the other end of the shaft against a hard metal surface. If that doesn't work, and you have the ability to weld. Weld the shaft of the locking lever to the latch it's self . A small weld would probably suffice and not really change the look of your rifle.
