Have you ever heard of...
"I have a Westinghouse New England built (1915 date) Mosin Nagant rifle, arsenal shortened to carbine length." I have seen an ad for one for sale on another forum.

I have a Romanian Exercitiu M44 trainer that was made from a shortened Westinghouse. All of the others I seen have been commercial sporters etc. Did this one have a bayonet or anything? Could you tell if the bolt handle was straight or bent at all? It's very hard to tell what it could be without pictures.

May be a Bannerman?
At the risk of being overly cynical, I think it's more likely to be a Bubba-Man than a Bannerman conversion.

racer, do you have pics? I don't know as I've seen one like this before!

Asked seller for some...hope to hear from them soon!
Hope to hear soon too! Be interested to see what you have. Can't say I have seen a NEW 91/38 but in the world of Mosins, anything is possible.

Very interesting. Pics are a little fuzzy. Would be interested in seeing a better macro photo of the muzzle and crown. Looks almost like it was hacked off, and then later installed a 91/30 style front sight. Crown and muzzle doesn't look rounded enough to emulate what we'd see on a 91/38 for example. Don't see any Czech marks on the top receiver flat, so I think it's safe to rule out 91/38. It also looks like US proofs on the barrel shank. In addition, the barrel shank has not been shortened, so it has not been rechambered for .30-06 anyways and most likely still retains it's original caliber chamber 7.62x54R. Rear sight is interesting. Looks like a Finn M27 style rear sight with the small notched piece of metal that is held in place by 2 screws. The stock is also interesting. Looks like an M38 stock, but maybe some measurements of the stock may help us determine exactly what it came from. As well as the rifle and barrel. Perhaps someone tried to cut it to match an M38? Have never seen any known production models, but guessing as it never left, someone tried to make it like a carbine.

Length of the barrel is also all sorts of off for anything arsenal made.

Looks to be a rifle somebody here cut and then did a lousy job on the counterbore or muzzle crowning which ever you care to call it. The blue looks that dull grey color of cold blue too. The stock looks well done but many people could do as well here too. The rear sight again as above looks like a Finnish M27 sight. Speaking of that are there any Finnish SA markings on it? I can't read any of the barrel plate because it is out of focus. I would say from what I can see a Bubba priced at $300. Bill
