The two plugged holes were for the 1891/31 modification to mount a bayonet. I have seen several plugged that way, likely done by the importer because one or both bands were missing. So it could be sold as a 1891 carbine. I've seen several sets of bands not numbers matching for sale on fleabay and else where. You don't indicated whether all the numbers match.
