If you mean a Type 38 service rifle taken out of service and remarked for school / education, provided it has been inspected by a competent authority that it is safe to shoot there should not be a problem with correct ammunition. Many of these were actions that had seen much service and been rebuilt a number of times, so parts are not necessarily matching, there may be worn components such as barrels, firing pin hole burned out on the bolt face, cracks in the stock in the recoil area, safety no longer fully functional as designed, no longer accurate. But since these were training rifles to teach the manual of arms, assembly & disassembly, to learn the use of the bayonet, fired with blanks, etc.; they were just fine despite no longer being usable in combat, so to shoot one does not seem a reasonable thing to do when there are better rifles available in better condition.
As long as it is an original Type - 38 Arisaka in sound condition it should be ok.
