Your pics make it difficult to see the lengths of the leather straps, but they might be.

The leather that the keeper is made of does not seem to quite match the leather of the strap it is on. Either it is not original or it was made for a different sling.

It is just a guess, but even if the keeper is not original, it is likely there to help keep the 'loop' closed when that long strap gets buckled in one of the endmost holes.

I find the loose large loop kind of bothersome (it catches stuff and on stuff at the worst possible times).

I am not to proud to 'borrow' a good idea, though, and I just might try to make a copy of that keeper to put on the 'long strap' on my similar SVT sling to use when I have it out in the field.

I repeat. This is speculation on my part, and the keeper does not look original to me .
