I got a box of German items from a friend of mine that were brought back by his uncle after WW2. I have been able to identify everything except for this item. I had it posted in K98forum and Wehrmacht-awards forum and we seemed to come to the conclusion that this was a commemorative item from a Veterans group from WW1. I figured I would post it here and see if anyone else had any ideas on it.

Looks like it has stylized SS runes to me.

OKA means: Organisation in Kursen der Armee. It was a training courses program of the swiss army for their militia soldiers.
