Unfortunately, ammo control (or at least registration) HAS been practiced in the past. I recall in early 1970s having to sign a bound log book to buy handgun ammo, which of course, included .22 rimfire. I am frankly surprised that requirement hasn't resurfaced. It wouldn't be hard to expand on that. We lived with it and it was accepted.
I was living In Pennsylvania at the time I think but I thought it was federal, not state requirement although I could be wrong.
If I recall, the books had to be kept on hand at the seller presumably for inspection by BATF.
Granted I am approaching the doddering old fool senility phase but I am sure that was true.
Can't happen again?!?!? Or here?!?!? I wish I could be so sure.
